Building a sustainable workforce for language revitalisation

Translators and interpreters of te reo Māori play a vital role in supporting language revitalisation and enabling access to services across Aotearoa New Zealand. Commissioned by Te Taura Whiri i te Reo Māori, this research provides a comprehensive market analysis to guide strategic planning and workforce development for the next decade.

The study combined a literature scan with analysis of demographic and occupational data. A bespoke supply and demand model was developed to forecast workforce needs, taking into account population growth, language proficiency, policy settings, and technological change.

Key findings include:

  • There is a steady growth in demand – the number of te reo Māori translators is projected to grow from 263 in 2024 to 365 by 2040 (a 39 percent increase). Interpreters will rise from 172 to 250 in the same period
  • There are also gaps in the workforce. Supply is expected to lag behind demand, with a shortage of 32 translators and 22 interpreters by 2040, especially in high-need domains like health and justice
  • Population growth, increased language proficiency, and rising service needs in government and private sectors are fuelling demand
  • Many practitioners work part-time or freelance, making it difficult to map and support the sector
  • Pathways are underdeveloped; there is an opportunity to co-design frameworks grounded in kaupapa Māori values
  • AI tools may reduce routine translation needs but increase demand for culturally knowledgeable, highly skilled practitioners
  • A lack of standardised pay and career pathways poses a risk to workforce retention and professionalisation.

The future of te reo Māori translation and interpreting is shaped by demographic trends, policy, and technology. Addressing workforce gaps, standardising pay, and strengthening certification are essential to support language revitalisation and equitable service delivery.
