  • MCom (Hons)
  • LLB
  • PhD
  • MA(Cantab)

Julian has over twenty five years’ experience in finance, economics and public policy as adviser and analyst. Following a two year spell with BERL from 1997, Julian was a Principal Policy Adviser with the former Ministry of Research, Science and Technology.

For about 11 years, he led many programmes for policy and analysis, to develop their science and innovation system. He made valuable connections at home and internationally, particularly through OECD projects and forums, where he found keen interest in New Zealand’s unique challenges and policies. During this time, Julian played a lead role in the development of the OECD reviews of New Zealand innovation policy.

He has published widely in economics, and his PhD research in chemistry in the 1980s continues to be referenced. Recent research and analysis in economics has covered many areas, including labour markets and particularly innovation policy. Prior to re-joining BERL in 2016, Julian was a Principal Analyst in labour markets analysis with the Ministry of Business, Innovation and Employment.

Julian enjoys running and has completed many marathons and mountain runs. He likes tackling house renovation and landscaping projects in the weekends.
